LINK Programs and Services
In collaboration with many other organizations, LINK has undertaken efforts to focus
on a wide range of synergistic programs and services:
LINK Emergency Service Center (Intake Referrals)
The Emergency Services Program consists of: several sub-programs, the purpose of which is to provide interventions when dealing with immediate financial or basic living needs.
- The Emergency Services program also includes delivering items as and when required.
- Limited Financial Assistance for utilities, bus tokens, Greyhound tickets, vehicle repairs in special needs cases
- Share the Spirit and Adopt a Family Holiday Programs providing food and gifts for the household(s)
- Perishable and Non-Perishable and USDA Food Distribution for persons unable to provide food or baby foods for their families
- Furniture and Household Distribution for persons who have lost their homes to fire, hurricane/flood damage or eviction/homelessness.
- Professional and Casual Clothing Distribution for persons returning to work, for the homeless in need of a change of clothing or casual/professional attire or for families who are unable to purchase needed items for newborns, or elderly persons who are incontinent.
All items listed above provide the basic needs to individuals and family units to meet and address their immediate needs and/or address their crises which in turn address the stabilization and furthers self-sufficiency growth.
All of LINK’s programs encompass a holistic approach in assessing and providing for the basic needs of each person who accesses the Emergency Services Program.
CANLINK I, II, and III Permanent Supportive Housing Programs for Homeless Persons with Disabilities

HEAL Medicaid Counseling
A new upcoming program to provide counseling and mental health services to homeless and disabled persons in Hampton Roads
HIP - Homeless Intervention Prevention Program
HIP is a state funded program run by LINK and covers the areas of Poquoson, Newport News and York, Gloucester, Mathews and Middlesex Counties. Rent assistance, if you qualify, is a grant to you. The regulations are set forth by the state so if you're in need of rental or deposit assistance.
Building Bridges Program - Helping people build self-sufficiency. The Building Bridges Program consists of mentoring, life skills and job training, child/youth programs, and transportation to events/groups. All of LINK’s programs utilize a holistic approach when addressing the levels of life experience at work or school. The objective is that each individual will act/interact with confidence, maturity and increase their educational and financial stabilization options. The client is stretched to her/his full potential so that outcomes are easily recognizable by the client in “baby steps” and short time spans.
Reaching Out to Veterans - The Reaching Out Hospice and Palliative Care Program incorporates a hospice care model that focuses on the veterans by validating and supporting their wishes. It provides a holistic approach by providing pain and symptom management as well as psychological and spiritual support. This support team includes hospice nurses, community professionals, trained volunteers, family and friends and chaplain support.
Share the Spirit/Adopt a Family Program
Share the Spirit is a annual program that is offered to individuals and families who need assistance during the holiday seasons, namely Easter, Thanksgiving, Christmas and at other specific times of the year depending upon the family’s/individual’s need. Food, clothing and the holiday spirit are shared by adopting a family.
Emergency Hurricane Shelter for the Homeless
LINK provides emergency hurricane shelter for the homeless in the event of a hurricane or other natural disaster.
PORT Emergency Winter Shelter Program
PORT provides annually, emergency shelter, dinner and breakfast to over 600 men, women and children for a 20-week period, seven days per week from November through March. PORT is about to begin the 17th year of homeless services . Additional services are provided through contract or collaborative partnerships with other service provider agencies. The Office of Human Affairs provides showers Monday – Friday at the Julius Conn Gym, PBIC will provide transportation, the Hampton-Newport News Community Services Board will provide mental health intake/intervention/referral and HIV/AIDS testing/education. Professional and Casual Clothing Closet
In conjunction with other programs, LINK can assist individuals with professional and casual clothing to help them get on their feet.
Household/Furniture/Car Distribution Center
For qualified individuals, LINK maintains a distribution center to help individuals and families get household necessities. LINK also provides donated vehicles to "Welfare to Work" mothers or fathers who can afford to insure and maintain them with the assistance of the Hampton and Newport News Departments of Human Services TANF/VIEW programs.
Free Notary Service
LINK has a notary on staff and will provide free notary service to qualified individuals. |
