LINK Program Descriptions
- Emergency Service Center
provides emergency financial assistance to the elderly,
newly disabled, terminally ill, physically/mentally disabled
and homeless men, women and children. Other persons are
served only on a referral basis from collaborative service
providers when "proof' can be shown tat the client is
attempting to meet/or is unable to meet, because of illness,
temporarily or indefinitely, self-sufficiency goals.
Financial assistance involves working with other agencies to
assist with payments for utility bills, telephones only for
terminally ill and those in high risk situations,
rent/mortgage assistance, transportation including local has
tickets. Greyhound tickets and gas assistance, medicines,
and other "special" emergency financial needs as
deemed appropriate by a referring agency and LINK's
Executive Director. This program also provides housing, job
and other resource provider referrals. Referrals through the
Service Center are made to LINK's mentoring, life skills/job
mining and Youth/Family Prevention Programs Referrals are
also made to PORT Winter Shelter, from November – March,
annually. LINK also collaborates closely with other service
agencies to provide supportive services through the
Emergency Service Center, which includes providing household
goods and furniture, cars, clothing, gas, bus tickets, food
and sometimes assistance with a hotel/motel room(s). Food in
the form of perishable and non-perishable goods, safety from
abusive/violent situations and housing/shelter.
- HIP
- Homeless Intervention Prevention Program:
Is a state funded program run by LINK and covers the areas
of Poquoson, Newport News and York, Gloucester and Matthews
Counties. Rent assistance, if you qualify, is a grant
to you, for mortgage assistance you are required to repay
the advance to LINK who will assist you in preventing
foreclosure on your mortgage. The regulations are set
forth by the state so if you're in need of rent or mortgage
assistance please contact Ms. Sandra Harris at 757 246 0066

- Life Skills/Job Training Program provides life skills support/educational programs to persons who have
perhaps initiated mentoring services, or have been referred
by the Emergency Services Center. The Life Skills Program
also provides life skills support and educational programs
to several Newport News Housing & Redevelopment
Authority Projects, the Warwick S R.O., VIEW and TANF
recipients and others referred specifically for these
services by collaborative partners. Newport News Department
of Human Services has contracted with LINK to provide job
training and life skills educational programs to food stamp/TANF/VIEW
recipients who are required to perform community service.
Hampton and Newport News Probation & Parole Offices also
utilize LINK as a training/community service work site.

- Share the
Spirit/Adopt a Family
are annual programs offered to
individuals/families who need assistance during the holiday
seasons, namely Easter, Thanksgiving, Christmas and at other
specific times of the year depending upon the family’s/individual’s
need. Food, clothing, shelter and other basic needs are
provided through these programs

- Donated Cars Program
provides donated vehicles to "Welfare to
Work" mothers or fathers who can afford to insure and
maintain them with the assistance of the Newport News
Department of Social Services TANF/VIEW programs.

- Youth/Family
Prevention Program
is provided under the CANLINK I,
II and III Permanent Supportive Housing Programs for
Homeless Persons with Disabilities. The Youth/Family Prevention experience provides
a holistic opportunity for children/youth AND their
families/other persons living within the household. Sports
such as basket-ball and fishing, art, music, dance, drama
and poetry are some of the modalities used to engage
children/youth in this program. Parent(s)/caregiver(s)
of the children/youth are required to participate along with
other household members, younger siblings or older relatives
in activities that are family related, i.e. taking family
photo's, picnics in the park, camping, etc. With life skills
training, communication, mentoring, individual and family
support groups. The purpose of this inclusivity is to
"teach" and encourage both the adults and children
positive ways to communicate and interact within the
family nucleus to promote positive interaction with peers, to
provide "hands-on" multi-cultural experiences which
is hoped, will lead to both the parent/caregiver and
children/youth communicating better and following more
positive, self-directed/supported and motivated lives. This
program operates under a "time-frame", however, no
one is excluded from the program after a period of time. It is
the aim of the program to provide reverse peer mentoring to
new participants entering the program, thus making this a
truly client initiated program. It is LINK's aim that the
children/youth/families design all materials that are/will be
used to promote and educate the Community about this program.
Children/youth who are of families where one or more
parent/caregiver has or using substances is more likely to
participate in "risky behaviors". (N I D A. 1999).
Meals are provided to the children during the program,
supplemental food and or shelter is provided to families in
need of emergency food/shelter support when either homeless or
living in abusive/violent situations. Prevention activities
and series of lectures provided by other community service
providers cover important topics such as: sex education,
health and hygiene, HIV/AIDS testing/education, cooking
healthy/cooking wisely.
